Summary


Having rewritten bylaws that were rigged to make it virtually impossible to approve contract concessions, the state government employee unions have a second shot at averting the layoff of some 6,500 of their 45,000 members.

This time, the votes likely will be there. To be certain, members of some unions may be shut out of the vote. Instead, their union's leaders would decide whether to accept the concessions.
