Work at the Interstate 95 Sawmill Road interchange resumed Thursday after state Department of Transportation Commissioner Stephen E. Korta II signed an emergency declaration putting a Torrington firm temporarily in charge of the project. Crews from O&G Industries Inc. temporarily replaced the $21.19 million project's original contractor, the financially troubled and apparently now defunct L.G. Defelice Co. of North Haven.
