ORANGE -- Stew Leonard Jr. said Wednesday that the Inland- Wetlands and Watercourses Commission's approval of his plan to build a dairy store on Marsh Hill Road means it's time to prepare for the next phase of the project: developing an application for the Town Plan and Zoning Commission. The TPZC, which rejected a similar plan seven years ago, will now make the final decision on the controversial proposal that has pitted neighbor against neighbor.

Supporters are hailing the wetlands commission's decision to approve the application to protect the 9.5 acres of wetlands at the 43-acre-site off Interstate 95's Exit 41, while opponents are vowing to appeal it in court.
