ORANGE -- Stew Leonard Jr. said Wednesday that the Inland- Wetlands and Watercourses Commission's approval of his plan to build a dairy store on Marsh Hill Road means it's time to prepare for the next phase of the project: developing an application for the Town Plan and Zoning Commission.
