The Valley Substance Abuse Action Council is launching its "Turning 21 Birthday Project" in an attempt to prevent risky behavior.

Pamela Mautte, director of VSAAC, said the goal is to educate young people and their families about responsibly using alcohol, the effects of alcohol, and consequences of alcohol poisoning.
