Tough State Rules Paid Off?

Summary


In 1990, when we were planning to build a house on the shoreline, we were told by the state's Department of Environmental Protection and the Coastal Area Management program that we had to bring in loam and compact it to standards to raise the ground 15 feet. It was not easy. Some friends told us that we could appeal this ruling or work around it. Instead, we thought the regulation was a good one.

Twenty-one years later came Hurricane Irene. The house and lawn were dry while the lawn of both sides of the property was flooded, thanks to the DEP (now the Department of Energy and Environmental Protection) and CAM.
