The Facilities

A birthday party for 2-year-old Taylor Rosso is breaking up and kids are everywhere in the west side courtyard, zooming by on bikes, yelling and chasing each other on foot. The adults relax on folding chairs outside, away from the stifling heat of their small apartments. Music floats down from open apartment windows. Two uniformed police officers patrol the property, the only hint of the complex's troubled history.

Taylor's grandmother, Victoria Rosso, has lived at the Riverside Apartments for the past 32 years and raised her son here. She likes it for the most part, gets along with everyone and is respected.

Other tenants, who are not so fond of the place, are itching to get out as soon as leaving becomes financially feasible.
