Putting UI and CL&P back in power business could add stability to prices If you are a customer of CL&P, which provides electricity to much of Connecticut beyond New Haven and Bridgeport, your bill on average has gone up by 42 percent since 2004. There have been similar increases at UI. Bills are expected to jump again sharply at the end of the year, when the standard rate offer, already raised once, is scheduled to be eliminated.

Rates have gone up for three reasons: the high cost of oil and natural gas, a lack of generating capacity and inadequate transmission lines.
