More than a fifth of 500 Connecticut National Guard soldiers of the 102nd Infantry serving in war zones overseas are owed thousands of dollars in incentive pay that is months overdue.

The Assignment Incentive Pay led some of them to volunteer for deployment in the first place, one soldier said from Afghanistan.
