HAMDEN -- The Water Pollution Control Authority has set a new budget with a higher bottom line and a higher rate increase in an attempt to end a nearly three-month impasse with the Legislative Council. The WPCA still is functioning on rates set for 2003-04. Bills at a new 2004-05 rate were scheduled to go out about Aug. 16. But the initial proposal, which would have raised the rate from $1.57 to $1.99 per hundred cubic feet has been rejected twice by the Legislative Council's Finance and Administration Committee.
