The political flak that East Haven Mayor April Capone Almon continues to get about changes at the East Haven Police Department may explain her refusal to act for months on needed reforms. The inaction ended in April when a preliminary U.S. Justice Department report detailed a list of policy gaps in the department that centered on the failure to consistently investigate officers' use of force, inadequate training in the use of force, inadequate citizen complaint and internal investigation procedures, and spotty community engagement.
The police board put Chief Leonard Gallo on paid administrative leave until the federal investigations are completed. Inspector Gaetano Nappi was named acting chief.
