HARTFORD -- Voter turnout figures are out for last week's municipal elections, and the October snowstorm clearly had an effect, according to Secretary of the State Denise Merrill. Statewide turnout was 30.67 percent for the Nov. 8 elections. Extensive power outages in many parts of the state left local officials scrambling to prepare for election night.
