SHELTON -- Police arrested an elderly Monroe man Tuesday on charges of second-degree breach of peace and reckless use of a highway by a pedestrian. Detective Sgt. Kevin Ahern said Ralph Hall, 74, of 28 Harvester Road, Monroe, was charged after reportedly "hitchhiking" on Leavenworth Road (Route 110) at around 8 p.m. Tuesday. He was found "intoxicated and obstructing the flow of traffic," Ahern said.
This was the third time Hall had been arrested in Shelton in similar circumstances in less than a month, police said. Each incident occurred in the evening.See the full content of this document
