Summary


New Haven may become the first city in the country to issue an identification card for illegal immigrants. The idea had been first advanced by Mayor John DeStefano Jr. before the 2006 election, but was quietly shelved when it was criticized during DeStefano's unsuccessful run for governor.

In response to the city's large population of illegal immigrants, the city's police already have adopted a policy of not inquiring about the residency status of people it arrests or interviews to encourage their cooperation in investigations.
