Summary
New Haven is looking for ways to reduce costs and increase income using such creative ideas as leasing its parking meters to a private company. Why has the city not looked at making the identification card program self-supporting? I have mixed feelings about the program's ethical and legal validity. Now that it is no longer funded by a grant, it seems timely for the city to budget it properly.
As far as I can determine, the city budgets $35,000 for the program, which is undoubtedly far short of the total cost when staff benefits are included. The only fee is $11, which I'm told covers the cost of producing the card.See the full content of this document
