HAMDEN -- A North Haven man has been arrested for allegedly possessing heroin. The man was seen walking near Dixwell Avenue and Cherry Ann Street recently when he appeared disoriented and there was a hypodermic needle protruding from his pocket, Capt. Ronald Smith said Wednesday.
