NEW HAVEN -- A federal agency has slapped a $115,940 fine on the owner of nine upscale New Haven apartment buildings for failing to inform tenants about dangerous lead paint. The Environmental Protection Agency in Boston contends that Ardelle Cowie, owner of the Chelsea Co., violated federal lead disclosure laws.
