Mayor John DeStefano Jr. Thursday stood before some 50 AIDS activists in City Hall and decried proposed state budget cuts to needle exchange programs that have proven to slash the number of new HIV infections each year.
DeStefano said Gov. M. Jodi Rell's proposed budget would cut $100,000 from the $488,000 allotted to pay for needle exchange programs in New Haven, Bridgeport, Hartford, Danbury and Stamford. In 1990, New Haven became the first city in the state to establish a needle exchange program, and according to a study by Yale University Professor Edward H. Kaplan, the program has reduced the rate of new HIV infections among participants by 33 percent.See the full content of this document
