A new $900 million state health care proposal unveiled by a group of Democratic lawmakers Tuesday would be financed by higher taxes on doctors, cosmetic surgery and cigarettes as well as increased federal aid.

The plan would offer health care coverage to virtually all currently uninsured Connecticut residents, boost reimbursement rates for doctors and hospitals and provide tax incentives to small businesses to join the system.
