Summary


The city's months-long bitter arbitration battle with school custodians ended with a new award that cuts the work force by a third, saves the city $4 million a year and avoids much-dreaded total privatization of school cleaning services.

The city has been locked in arbitration with the American Federation of State, County and Municipal Employees, Local 287, over a contract to replace the pact that expired in 2009. The city has pushed for full privatization of services, and had lined up a vendor to provide staff to clean the schools. The union fought passionately against privatization, which would have left more than 150 custodians jobless.
