Law requires court approval for eavesdropping There has been no repeat of Sept. 11 in the more than four years since the attacks by al-Qaida. The United States' determined war on terrorists is one reason the nation has been spared further blows although the Islamic fascists have not forsaken their plots.

A restored sense of security has bred complacency among the public while President Bush has retained the sense of urgency in the battle against terrorism shared by the nation after Sept. 11. That complacency has led to a battle in Congress over whether the PATRIOT Act should be extended.
