Americans are expected to spend between $15 billion and $20 billion on gift cards this year, but in Connecticut this holiday season, your options are limited. Two major issuers of so-called multiple-use gift cards - which are a hybrid between gift certificates and debit cards - have dramatically restricted the sale of their cards in Connecticut. American Express and Discover Card have taken the action in response to state laws passed in recent years that affect gift cards, particularly the fees that issuers charge.
"Overall, the laws of Connecticut (governing) gift cards are such that it was not in our interest or that of our shareholders to continue to sell them there," said Rob Sherman, an American Express spokesman.
